Summer is here! It’s a time for our Dover Shores Community to get together and to spend more time
outdoors, including at our community beaches. This is a great place get to know your neighbors
and for families to get together.
Here is the latest update from the Dover Shores HOA Board about what is going on in our community:
DOVER SHORES HOA GENERAL MEETING July 18, 2023:
The Dover Shores bi-monthly HOA meeting was held July 18 2023, via Zoom. Here is a brief overview of what
took place at our Board Meeting:
- Homeowners Forum: Concern was expressed about the Board’s decision not to hire Beach Attendants for
Larry’s Beach and North Star Beach this summer. It was explained this decision was based on concerns
about liability risk issues if our HOA directly hired employees, coupled with the fact that
our beach attendants were not even certified lifeguards, and just there as a courtesy.- Residents having Beach parties, especially with children present, are strongly encouraged to hire one of
the many independent “for hire” lifeguard companies available for private parties. There are many online
that can be researched and contacted, including one used by one of our residents: lifeguardhelp.com. - While the beaches are there as a wonderful Dover Shores amenity, residents are reminded that while in the
water, you and your family are swimming at your own risk. Also, you are wholly responsible for the
safety of any children you bring to the beach.
- Residents having Beach parties, especially with children present, are strongly encouraged to hire one of
- Re-keying the Beaches: New beach keys were distributed on June 3 and June 10. Those not getting a beach
key at that time can contact BHE Management for details on how to receive one by mail. This procedure was
also in a letter sent by BHE in May and reprinted in our Newsletter on June 1.- To further help those who were unable to pick up a key in June, it was decided to distribute keys at the
Beach BBQs for two weeks beginning July 26. Several residents picked up a key on July 26. Keys will again
be distributed to homeowners this coming Tuesday, August 1 from 6:00 to 7:00. If you would like to
pick up your key at that time, please bring a picture ID with your Dover Shores address. If your property
is titled in the name of an entity other than your own, please bring proof that you are associated
with that entity. Please note that only homeowners current on their HOA dues will be eligible to
receive a replacement key.
- To further help those who were unable to pick up a key in June, it was decided to distribute keys at the
- Security Cameras: The Board discussed the pros and cons on installing security cameras at various
ingress and egress locations in our community. The cameras will only track license plates of vehicles
entering and leaving. There were also concerns over pricing. This topic will be further discussed in
the future with input from other communities using them. - Patrol Cars: The Board voted to hire Patrol Masters on a trial basis for nightly drives through the
neighborhood. This service will also include on-call service at any time. Residents can request a
security check by calling BHE during business hours at 949-363-1963 or after hours at 949-922-6779. Residents
are also reminded to first call the Newport Beach Police Department at 949-644-3717 for any incident involving
vandalism, trespassing, or the type of misconduct better handled by the police. - Tuesday Night BBQs: Our Tuesday night tradition has been going strong during the month of July and will
continue in August, thanks to our resident volunteers who have stepped forward to host. The remaining
dates are as follows: August 1, 8, 15, 22, and 29. August 1 will be hosted by your Dover Shores Board
with pasta on the menu. - Fiesta Party: This end-of-summer annual tradition will continue this year and will take place at
Larry’s Beach on Sunday, September 10 at 5:00 p.m. Expect Mexican Food from Los Primos, and mariachis. - Once again – Beach Reminders:
- NO dogs on the beaches – whether leashed or unleashed, please remember they are never allowed.
- Please try to keep the noise at a reasonable level. Please also remember no amplified music is
allowed as noise travels over to neighbors who live near the beach. - Whether you are there relaxing or having a party, please remember to clean up any food or
other trash when you leave, including closing any umbrellas you open. - If you are having more than 16 guests, please call BHE Management to reserve a date and time for your party.
And remember – swim at your own risk and diligently watch any children that you bring. NO lifeguards
are on duty.

Election Season is Upon Us!
Although our annual election does not occur until October, the process has already begun!
By now, you all should have received a “Call for Candidates” form. This year we will have 4 seats up for
election – three for a 3 year term, and one for a 2 year term (to fulfill a vacated seat). Please note that
the candidacy statements need to be returned to Management by August 14, 2023 for the name to be
included on the ballots!
If you would consider serving but have questions or don’t have any experience, please reach out to
Management, we would love to get you involved!!
The required 60 Day notice will go out at the end of August, and the ballots at the end of September
for our October 17th election – thank you!
Beaches!
We all enjoy our beaches in the sunshine! Please take pride and be respectful when using the beaches:
- Do not project music that may disturb neighboring homes.
- Remove all of your trash (and feel free to pick up what someone left behind, too…).
- Make a reservation if you’re having a large group!

CERT – NEIGHBORHOOD WATCH UPDATES:
JEWELRY SWAP/DISTRACTION THEFTS – UPDATED INFO
NBPD has continued to see reports of Distraction Thefts taking place. Recently, we have started to not only see these thefts/pickpocket
incidents occur in shopping centers, but in residential areas as well.
Here’s a recap of the methods used in these cases: The suspect(s) approach a victim and ask for assistance
or directions. The suspect will then offer (or insist on giving) you a piece of jewelry as a
“thank you”. While distracting the victim, the suspect will covertly remove the victim’s jewelry and flee.
It is important to maintain situational awareness to avoid being the victim of a pickpocket or distraction theft.
Here are some recommendations for practicing situational awareness and deterring pickpockets:
- As you go about your daily tasks, pay attention to the people, objects, vehicles and events happening around you.
- Limit distractions whenever possible.
- Be aware when someone gets into your personal space.
- Trust your instincts if someone or something is making you uncomfortable.
- Whenever you are out and about, remember to not lose sight of your personal belongings.
SOLICITING REMINDERS
- Prior to conducting any commercial solicitation in Newport Beach, solicitors are required to obtain a
solicitor permit from the Police Department. - Please remember that all solicitation is prohibited in all areas of Newport Beach between the hours of
9:00 p.m. and 8:00 a.m. - Residents who do not wish to receive commercial solicitation, noncommercial solicitation, and handbills
at their homes may sign up for the City’s
Do Not Solicit registry.
Residents may join the registry at
any time during the year, but residents who wish to remain on the registry from year to year must
renew their registration on an annual basis.

NATIONAL NIGHT OUT
On Tuesday, August 1, 2023, from 4:00 p.m. to 7:00 p.m., the Newport Beach Police Department will be
celebrating National Night Out! We invite you to join us for an evening in the park as we take part in
this “annual community-building campaign that promotes police-community partnerships and neighborhood
camaraderie”. This event will be held at the Bonita Canyon Sports Park located at 1990 Ford Road Newport Beach,
